Katsina State Governor, Dikko Radda, on Wednesday assented to the state’s 2027 Appropriation Law, valued at N828.58 billion.
The development followed the passage of the budget by the Katsina State House of Assembly.
The approved budget provides N190.73 billion for recurrent expenditure and N637.85 billion for capital expenditure, accounting for approximately 23 per cent and 77 per cent of the total appropriation respectively.
The approved figure is marginally below the N828.64 billion budget proposal earlier submitted by Radda to the Assembly. The initial proposal also earmarked roughly 77 per cent for capital projects.
Speaking while presenting the appropriation law to the governor, the Speaker of the Assembly, Nasir Daura, said all required legislative procedures had been completed before the budget was passed.
Daura said, “The Honourable House has approved the total budget of N828,578,844,091.48. This consists of N190,726,262,820.44 for current expenditure and N637,852,581,271.03 for capital expenditure.”
The Speaker praised the governor for maintaining a cooperative relationship with the legislature, describing the early passage and signing of the budget as an important development. He also pledged the Assembly’s continued backing for the administration and appealed to citizens to support government initiatives.
In his response, Radda expressed appreciation to the Speaker and lawmakers for their cooperation during the budget process.
The governor explained that the 2027 budget preparation followed three major stages, beginning with consultations across the state’s 361 wards and 34 local government areas.
“This is the budget of the people which has been scrutinised by the people and is the people’s opinion,” Radda said.
He explained that the second phase involved ministries, departments and agencies presenting and defending their proposed allocations, while the final stage involved the State House of Assembly reviewing and approving the proposals.
Radda said the approach was adopted to ensure that government resources were directed towards the needs identified by the people. He noted that the Assembly’s approval had given the budget legal force and expressed confidence that the relevant agencies would implement the approved projects and programmes without unnecessary delays.
“This budget has gone into three layers. The first layer of the budget is the people’s budget. This is the budget that has gone to 361 wards of the state and 34 local governments. We listened to them, we heard their needs, we put everything together at the state level and presented it,” he said.
According to the governor, the 2027 appropriation would address key concerns raised by residents while remaining consistent with the administration’s development priorities.
The budget proposal submitted in September had allocated substantial funds to education, works and housing, agriculture, healthcare and rural development, with the five sectors receiving more than half of the proposed capital spending.
Radda also praised the Commissioner for Budget and Economic Planning, alongside other members of the executive council, for ensuring that the budget proposal was prepared early.
He noted that the signing of the 2027 budget represented progress compared with the previous year, when the 2026 appropriation was signed later.
The governor directed ministries, departments and agencies to ensure the prompt implementation of the approved budget, emphasising that the main goal was to convert the financial plan into visible development for the people.
Speaking on the 2027 elections, Radda wished all candidates seeking elective offices success and appealed for a peaceful electoral process.
He further prayed for continued peace and stability in Katsina State and urged political and community stakeholders to contribute towards peaceful elections.
